Implementation of CJI Committee Recommendations

In July 2016, the Conference of Chief Justices (CCJ) and the Conference of State Court Administrators (COSCA) recognized the important needs of litigants in our state courts and responded by adopting a set of 13 Recommendations focused on ensuring our courts are affordable, efficient, and fair for all. Those Recommendations, detailed in Call to Action: Achieving Civil Justice for All, are the result of more than two years of research and discussion by a blue-ribbon group of legal and judicial leaders. The committee included state chief justices, trial court judges, court administrators, attorneys, and academics, and was staffed by the National Center for State Courts (NCSC) and IAALS.

With the support of the State Justice Institute, NCSC and IAALS are now collaborating on a three-year project to support implementation of the Recommendations around the country. Through the Civil Justice Initiative (CJI) Implementation Plan, and under the direction of the CJI Steering Committee, NCSC and IAALS are providing education, technical assistance, and practical tools to help state courts implement the Recommendations nationwide.

Recognizing that organizational change is a process, the Roadmap for Implementation was developed to provide a clear step-by-step process for moving from initial assessment and definition of issues to working with stakeholders and implementing reform. State courts learn from their fellow states’ experiences, which is why we are also working with five jurisdictions as they follow the roadmap. NCSC and IAALS will provide technical assistance to support their efforts and then share the results in a series of published case studies.
