Hayley Cousin

Hayley Cousin is the Executive Director of Community Justice Advocates of Utah (CJAU), where she leads collaborative, community-based programs that expand access to legal help across Utah. Her work focuses on training, supporting, and empowering nonlawyers who provide legal services to survivors of abuse, tenants, and those facing medical debt. Prior to founding CJAU, Hayley served as Staff Attorney and Grants Director at Timpanogos Legal Center, where she co-created and directed the first Utah Legal Regulatory Sandbox initiative to train nonlawyers to deliver free legal services. She is a member of the Utah State Bar and serves on the Utah Supreme Court’s ad hoc Committee on Regulatory Reform.
