Rodrigo holds a PhD and an MA in political science from the University of Houston, USA, where he was a Fulbright scholar. Originally a quantitative political scientist, he has been able to build bridges between practitioners, academics, and users of the justice sector through the use of data and clear visualizations. As justice sector advisor, he has led JNS projects in Jordan, Kenya, and Nigeria, as well as participated in data training and collection in Bangladesh and Fiji Islands
