In January, 2013, the Conference of Chief Justices established a national committee charged with evaluating civil justice improvement efforts around the country and developing guidelines and best practices for civil litigation, as well as caseflow management, at the state level. The CJI committee, chaired by Chief Justice Thomas Balmer of the Supreme Court of Oregon, began its work in May 2014. IAALS worked alongside the National Center for State Courts to support and contribute to the efforts of the Committee over its two year existence. The Committee submitted final recommendations to the Conference of Chiefs in July 2016, and they were adopted by resolution of the Chiefs.
