Illinois takes judicial education seriously. In 2015, the state Supreme Court formed the Illinois Judicial College, and very recently I was honored to participate in its first full-week debut of courses. Over 400 judges participated and there were over 100 course offerings for them. At the initial plenary session, there was energy in the room—colleagues enjoying being together, eager to learn new things and share information.

Two Federal District Courts Launch Initial Discovery Pilot Projects
This month the Northern District of Illinois launched a three-year pilot project, known as the Mandatory Initial Discovery Pilot Project (MIDP). The pilot project requires robust mandatory initial discovery with the goal of reducing cost and delay in civil litigation. Through a General Order, the court has ordered that the MIDP program be implemented in all civil cases filed on or after June 1, 2017, except as to those categories of cases that are exempted under the MIDP Standing Order.

Column Offers an Inside Look at Party "Slating" of Judicial Candidates
A recent piece in the Chicago Sun-Times sheds light on the process for selecting judges in Cook County, Illinois. Earlier this month, the Cook County Democratic Party's Judicial Selection Committee met to "slate" candidates, a process through which candidates meet with the committee to discuss their qualifications in hopes of getting the party's endorsement. Some participants in the slating process assert that most of the party's picks are pre-determined based on political connections instead of qualifications.

Illinois Lawmakers Propose Selection Reform (Updated)
Legislators in Illinois have filed three measures that would enhance judicial qualifications and alter the judicial selection and retention process. Among the proposed reforms—which would require amending the constitution—are a commission-based gubernatorial appointment process for filling judicial vacancies and a judicial retention commission to consider the qualifications of judges seeking retention.
